Proposed National LWV Resolution on the National Popular Vote

At the 2026 League of Women Voters National Convention, to be held June 25-28 in Columbus, OH, members will be asked to consider a resolution on the National Popular Vote Interstate Compact (whereby states which sign on agree to pledge their electoral college votes to the winner of the national popular vote in presidential elections).

The League already has an impact statement regarding the national popular vote in presidential elections (see p. 49 of the 2024-26 Impact on Issues guide). This proposal — if adopted — would support efforts to pass the National Popular Vote Compact in state legislatures. The proposal’s language reads:

Whereas the League believes that the direct-popular-vote method for electing the President and Vice President is essential to representative government and supports the use of the National Popular Vote Compact and has an impact statement supporting One Person One Vote;

Whereas two presidential elections this century have been lost by the popular vote winner and the redistricting efforts are rapidly changing the voting impact at the state level;

Whereas the National Popular Vote Compact has 222 electoral votes; 

BE IT RESOLVED that the League of Women Voters supports efforts at the state legislative level during calendar year 2027 and 2028 to pass legislation at the state level to approve and implement the National Popular Vote during the 2028 presidential election thereby fully supporting the One Person One Vote campaign.

LWVSP members present at the Annual Member Meeting on June 1 approved, by consensus, the submission of this resolution for consideration by the delegates at the LWV National Convention.
